Zanu PF indaba reinforces party supremacy over Govt

ZANU PF and the Government will establish a comprehensive framework that ensures that the principle of party supremacy is followed.

This is contained in some of the ruling party resolutions that were passed at the recently held ZANU PF Annual National People’s Conference in Bulawayo.

“The party and Government should establish a comprehensive framework that ensures the principle of party supremacy over Government,” said the ruling party Secretary for Legal Affairs Cde Patrick Chinamasa.

Turning to the Herbert Chitepo School of Ideology, Cde Chinamasa said provinces resolved that it should decentralise its training programmes to administrative districts for the benefit of party members, Government employees, the private sector and general populace.

Among other resolutions, he said, the party’s conflict resolution committee should be proactive and come up with programmes that detect, resolve and mitigate conflict within the party.

“The party should expedite the digitalisation of its cell and village registers to ensure credible party voters’ rolls during party elections so as to minimise election-related disputes,” said Cde Chinamasa.

The conference, he said, also resolved that the Government must prioritise the employment of national youth service graduates who have requisite qualifications.

In its quest to ensure efficiency, the conference directed that the party district executive chairmen be allocated motor vehicles to effectively enhance their mobility in executing party programmes.

Some of the resolutions that came out from the conference are that the party amends its constitution to recognise non-combatant cadres and war collaborators as categories forming part of the Veterans of the Liberation Struggle.

Apart from that, it was also resolved that political returnees from the opposition be integrated into the party after following proper procedures, thereby ensuring their progressive ascendancy in the party structures.

President Mnangagwa, who is the party’s First Secretary, is on record as saying the supremacy of ZANU PF over Government is a standing principle, which compels the party to supervise and oversee functions of Central Government.

He added that policies, directives, programmes and projects enunciated by the conference must find a place in Government plans and the requisite resources allocated.
