Zanu-PF will decide on the modalities to select chairpersons of provincial councils in the eight provinces that it won convincingly in the harmonised elections once President Mugabe and the legislators have been sworn in.
In an interview yesterday Zanu PF spokesperson Cde Rugare Gumbo said it was premature for the party to talk of the selection of the chairpersons before the President had been sworn in. The President is yet to be sworn in after the MDC-T challenged the results of the elections at the Constitutional Court.
“It is too early to talk about that as the President has not yet been sworn in while the MPs and the Cabinet have also not been sworn in. We have to wait for all that to happen then we will sit down to talk about the Provincial Councils,” he said.
According to the new Constitution all the provinces except Harare and Bulawayo will have Provincial Councils made up of all elected members of the National Assembly in that province, the Senators, women parliamentarians nominated through Women’s Quota system and 10 others nominated through a process of proportional representation.
The chairpersons of rural district councils and two senator chiefs from the province will also sit in the provincial council. Harare and Bulawayo will have Metropolitan Councils made up of all the National Assembly members, senators, the women selected through the Women’s Quota and all mayors and chairpersons of urban local authorities in the provinces.
Zanu PF took control of seven of the country’s provinces with the MDC-T only retaining control of Harare and Bulawayo while Matabeleland North is evenly poised.
