Zanu PF Standing Committees to drive sector-specific policies

THE Zanu PF Central Committee will constitute Standing Committees to formulate sector specific policies in different areas, which will see each member belonging to one of the 11 identified thematic areas, as the revolutionary party seeks to uplift the lives of ordinary persons.

The Standing Committee will be modelled along the Chinese Communist Party, which has been an epitome of good leadership and social cohesion for decades.

This was said by Zanu PF secretary-general, Advocate Jacob Mudenda while addressing the just-ended strategic seminar for Central Committee members in Gweru.

Adv Mudenda reminded Central Committee members that they were custodians of party discipline, defenders of the party line and guardians of policy coherence between the party and the Government.

“While the Central Committee formally convenes four times a year, it is, in both constitutional intent and practical reality, a continuous policy-making and supervisory organ,” he said.

“Its work does not begin or end with scheduled meetings. This continuity is primarily achieved through the Central Committee Standing Committees, which function as the operational and technical instruments of the Central Committee. “Every Central Committee member is assigned to at least one of the 11 Standing Committees, through which they must actively participate in policy formulation, strategic oversight and institutional monitoring,” said Adv Mudenda.

The role of the Standing Committee will be formulation of policy issues relevant to each sector on the development of sector specific strategies, he added.

“It is, therefore, through the Standing Committees that Central Committee members practically and continuously exercise their constitutional authority, ensuring coherence between party policy, Government action and organisational performance,” said Adv Mudenda.

“To further contextualise this role, a brief comparative reference may be drawn with the Central Committee of the Communist Party of China (CPC).

“The CPC Central Committee plays a decisive role in national development by providing strategic direction, formulating long-term policy frameworks and ensuring alignment between ideology, governance and development priorities.”

Adv Mudenda said through structured mechanisms such as plenary sessions, it deliberates on and approves major national development strategies, including five-year plans, while exercising strict oversight to ensure disciplined and effective implementation across party and State institutions.

The Standing Committee of the Central Committee is also critical in guiding the party.

“In a similar manner, the Central Committee Standing Committees of ZANU PF occupy a strategic and operational position within the party architecture, serving as the primary instruments through which party ideology, resolutions and policy positions are translated into concrete programmes of action.

“Constitutionally mandated to assist the Central Committee, these Standing Committees are responsible for formulating sector-specific policies, enforcing accountability, monitoring implementation and providing continuous guidance to both party and Government structures,” said Adv Mudenda.

Accordingly, the work of Central Committee members within these Standing Committees must be characterised by diligence, consistency and strategic foresight, requiring them to assess progress, identify implementation gaps and make informed recommendations to the Central Committee and the Politburo.

Adv Mudenda said through this sustained and disciplined engagement, the Standing Committees ensure that Government programmes remain firmly aligned with Zanu PF’s revolutionary ethos, Vision 2030 and national development priorities, thereby reinforcing the party’s leadership role and advancing coherent, disciplined and sustainable national development.
