ZANU PF will roll out revised guidelines for its Presidential Empowerment Programmes designed to strengthen transparency and operational efficiency, ensuring the initiatives translate into tangible improvements in the lives of beneficiaries, the party’s national political commissar Cde Munyaradzi Machacha has announced.

The new framework seeks to address past administrative challenges while reinforcing the ruling party’s commitment to President Mnangagwa’s developmental mantra of “leaving no one and no place behind”.

Cde Machacha said the recalibrated guidelines will streamline fund disbursement and tighten compliance mechanisms to guarantee that resources reach intended recipients without the internal frictions that have previously plagued the programme.

Addressing party members at Dzapasi Assembly Point in Buhera recently, Cde Machacha said:

“We are currently developing guidelines for our empowerment programmes to ensure that they benefit everyone. Previously, the empowerment initiative led to disunity and disharmony within the ranks of the party. We observed significant dissatisfaction among members, resulting in conflicts that created divisions within the party due to the selective allocation of empowerment funds,” said Cde Machacha.

He clarified that the temporary suspension of the Presidential Empowerment Fund disbursement was part of routine organisational alignment meant to safeguard the integrity of structured empowerment frameworks.

Assuring stakeholders that the empowerment distribution programmes will return shortly, Cde Machacha said oversight protocols will also be strengthened.

“The party leadership has opted for an internal governance review process designed to tighten compliance procedures and protect vulnerable beneficiaries targeted under the grassroots empowerment matrix. The party was aligning its operational systems so that leakages are sealed and the funds reach the intended beneficiaries in line with the policy direction of the party and Government,” said Cde Machacha.
