Government is working towards the review of media related license fees including ZBC car radio licenses, according to Minister of Information, Publicity and Broadcasting Services Dr Jenfan Muswere.
Responding to questions from media stakeholders at the 2025 annual media stakeholders conference in Harare today, Dr Muswere said the impending review is in line with President Mnangagwa’s directive that license fees be reviewed across all sectors to promote the ease of doing business.
“Yes, the review is coming…,” Dr Muswere said without giving timeframes.
President Mnangagwa directed a review of levies, licences, fees and permits across sectors including, health, agriculture, retail, tourism, transport, energy, manufacturing, broadcasting, telecommunications, liquor, construction and financial services.
In August this year Dr Muswere said the cost of obtaining a ZBC car radio licence, television licence, other levies and fees issued by various Government Ministries and Departments, would be reviewed downwards within the next six months.
The Minister said this in the National Assembly while responding to concerns by legislators that the US$30 being charged to get a car radio licence per term was too high, with proposals for it to be reduced to between US$5 and US$15.
Following amendments to the Broadcasting Services Act that were passed by Parliament and signed into law by President in May this year, it is now mandatory to obtain a car radio licence first before buying a vehicle licence and insurance.
The minister said following consultations with ZBC, a Statutory Instrument will be issued setting the new fee structure and exemptions, especially for senior citizens.
Dr Muswere said that following the Cabinet decision for the reduction of the various Government levies and fees, the Ministry of Finance, Economic Development and Investment Promotion is already seized with the matter.
