President Mnangagwa’s bold infrastructure transformation agenda has received another major boost after the Zimbabwe National Road Administration launched a nationwide 66-piece road equipment procurement programme set to capacitate all provinces and accelerate the road rehabilitation drive.
Under the landmark intervention, ZINARA has floated a tender for the procurement of fully equipped road maintenance kits for each province, comprising front-end loaders, roller compactors, water bowsers, 10-tonne trucks, tipper trucks and motor graders, creating a complete maintenance ecosystem for efficient and sustainable road works.
The development comes as President Mnangagwa’s Emergency Road Rehabilitation Programme 2 (ERRP2) continues to transform the road network following the restructuring of ZINARA under the Second Republic.
ZINARA board chairman, Dr George Manyaya, described the intervention as a game-changing national investment designed to strengthen the operational capacity of road authorities and reduce dependency on costly hired machinery.
“This is a game-changing intervention that will strengthen the operational capacity of road authorities throughout Zimbabwe,” he said.
“Through this programme, ZINARA is directly procuring critical road maintenance equipment to ensure that every province has the machinery required to effectively maintain and rehabilitate roads.
“We have set aside adequate funding for this capacitation. As you may be aware, road authorities have been relying on hired equipment, which eats into their disbursements from ZINARA.
“Just like we did with the provision of two million litres of fuel for all the 92 road authorities last year, this capacitation will insulate them from exorbitant overheads.”
Dr Manyaya said the initiative aligns directly with National Development Strategy 2 and Vision 2030, adding that improved roads unlock economic growth, improve access to health and education, and connect communities to markets and opportunities.
He also paid tribute to President Mnangagwa for his visionary leadership and unwavering commitment to infrastructure development.
“We sincerely thank His Excellency President Emmerson Mnangagwa for his visionary leadership and unparalleled commitment to infrastructure development, which continues to inspire institutions like ZINARA to deliver impactful projects that improve the lives of Zimbabweans,” he said.
“Ever since he launched ERRP2, the road rehabilitation revolution has been fruitful.”
He also applauded Transport and Infrastructural Development Minister, Felix Mhona, for championing transparency and accountability in the management of the Road Fund.
“Our minister, Advocate Felix Mhona, has been upfront in urging us to ensure that 88 percent of our revenue is directed towards road rehabilitation projects,” he said.
“He has directed us to be transparent and accountable with the Road Fund, which is why we have publicised our disbursements and how the funds are being used.”
While some road authorities await this programme, others have benefited from the ZINARA routine disbursements with Bulawayo, Gwanda, Chimanimani, Chipinge, Bindura, Marondera, Wedza, Matopo, Insiza and Mberengwa already taking delivery of critical machinery, signalling growing national momentum in modernising road infrastructure.
Recently, the mayor of Bulawayo, Councillor David Coltart, acknowledged the delivery of road maintenance equipment using ZINARA funds, describing it as a major boost to service delivery and road rehabilitation efforts.
Speaking during the handover of equipment in Matabeleland North by Zinara, Minister of State for Provincial Affairs and Devolution, Richard Moyo, praised the Government’s commitment to decentralised development and applauded ZINARA for ensuring road authorities are adequately capacitated to deliver.
“This is practical development that people can see and feel. Roads are the arteries of economic growth, and this support from the Government through ZINARA will significantly improve service delivery and connectivity in our province,” he said.
The initiative is expected to strengthen emergency response capacity, reduce long-term maintenance costs and improve road quality across both rural and urban Zimbabwe; further cementing President Mnangagwa’s promise of inclusive national development through infrastructure transformation.
