Resources Development and Management.

The Authority was formed in 2000 following the promulgation of the ZINWA Act and its functions and mandate are drawn from the same Act and the Water Act of 1998.
The formation of ZINWA followed the amalgamation of the Department of Water Development and the Regional Water Authority.
The Authority has a mandate to manage water for the State and to ensure sustainable development and equitable distribution of the country’s water resources to all Zimbabweans at an affordable price.

The Aims and Functions of ZINWA

Section 5 of the Water Act clearly spells out the functions of ZINWA as:
l To provide water to the nation in a cost-effective manner
l To ensure equitable accessibility and efficient use of water resources
l To minimise the impact droughts and floods
l To assist catchment councils in their functions
l To provide technical assistance, training and consultancy on a cost recovery basis
l To operate and maintain water works in order to provide water in bulk to local authorities and reticulated water to consumers on behalf of local authorities who lack the capacity to provide this service
l To undertake research, develop databases and produce maps
l To promote co-operative management of internationally shared watercourses
l To advise on water policy and national standards on:
l Water resources planning, management and development
l Dam safety
l Hydrology and hydrogeology
l Water pricing and policy

ZINWA Divisions
For the effective execution of its functions, ZINWA has the following divisions:
l Planning Division
l Data and Research
l Design and Construction
l Groundwater
l Quality Assurance
l Water Supplies

The division is one of the divisions that perform statutory functions. Its mandate is to ensure compliance with the Water Act, national water policy and strategy requirements in relation to water resources planning, development and management. It also does the central management of water permits.

Data and Research

The division captures, archives and disseminates data on surface and ground water resources’ availability and ensures equitable allocation of the resource

Design and Construction

The unit has the mandate to design and construct all water conservation works and it also offers engineering advice and consultancy services

Groundwater

The division performs statutory functions through the investigation of groundwater resources in the country in terms of their locations, potential volumes and yields. It also monitors the quality of ground water

Quality Assurance

The division also performs a statutory function through ensuring the quality of both clear and raw water. It also recommends water treatment chemicals. The division also ensures that the Authority adheres to environmental standards.

Water Supplies

The division supplies clear water small towns, growth points, service centres, schools and hospitals.
