HARARE, Zimbabwe – The President of the Zimbabwe Local Government Association (ZLGA), Dr Aaron Shamhu today reinforced the association’s commitment to enhancing service delivery as the nation strives towards achieving the Vision 2030 goals.
He was speaking at the Zimbabwe Local Government Association’s “All Councillors Indaba” at a hotel in Harare, Where President Mnangagwa led proceedings.
The event, themed “Strengthening Local Authority Systems for Vision 2030: No Compromise to Service Delivery,” aims to address critical issues facing local governance and service delivery across the nation.
The Indaba brings together councillors from various local authorities, Government officials, and stakeholders in the local governance sector.
It seeks to foster dialogue and collaboration to enhance the capacity of local authorities as Zimbabwe works towards achieving Vision 2030, which aims for an upper middle-income economy.

Dr Shamhu expressed heartfelt appreciation for President Mnangagwa’s open-door policy.
“Thank you, President Mnangagwa, for your unwavering support and for the call to action launched on November 3, 2023. The blueprint titled ‘A Call to Action – No Compromise to Service Delivery’ serves as a vital first step in modernizing local authorities,” he said.
Dr Shamhu emphasised the ZLGA’s pledge of loyalty to the Second Republic and their commitment to ensuring no compromise in service delivery.
He acknowledged the critical role of local councillors, saying, “As councillors, we are the drivers of Vision 2030 in our wards.”
He highlighted the training received from the Chitepo School of Ideology, which has equipped councillors with the necessary tools to enhance their operational effectiveness.
In addressing the concerns raised during the call to action, Dr Shamhu reported that 1 975 ward councillors have drafted development plans, showcasing their capacity to implement the envisioned changes.
“We can realise our vision if we get fiscal support. We request that funds be made available to facilitate our work,” he urged.
Dr Shamhu acknowledged the efforts of the parent Ministry of Local Government in addressing the welfare concerns of councillors. He praised the Government’s responsiveness to the needs of those in local governance roles, saying, “Your office is doing well in catering for your foot soldiers in the wards.”
He referenced the biblical journey from Egypt to Canaan, underscoring the ongoing challenges faced by local authorities.
“We have left Egypt but must still work towards reaching Canaan,” he remarked. He reiterated the value of such interactions with President Mnangagwa, emphasising the importance of guidance from the leadership.
Dr Shamhu thanked the President for his continued support, reaffirming the ZLGA’s readiness to partner in achieving the shared vision for a prosperous Zimbabwe by 2030.
