AT least 200 personnel from the Ministry of Defence and the Zimbabwe Defence Forces (ZDF) from the Southern Region are undergoing a five-day training on International Public Sector Accounting Standards (IPSAS), which started on Monday at Jason Ziyapapa Moyo (JZM) Air Force Base in Chegutu.
Chief of Staff Support Services, Air Vice Marshal Selebale Masera, officiated at the second phase of the training where officers and staffers from the Ministry and ZDF drawn from bases in Bulawayo, Midlands and Masvingo provinces and including the host, are in attendance.
The first phase, covering the northern region, was held in Mutare.
Air Vice Marshal Masera said under IPSAS, the ZDF will identify, value, and report on all its assets, including specialised non-cash-generating military assets like equipment and barracks.
“This goes beyond simply tracking cash-based expenditures and provides a better measure of the true cost of operations,” he said.
The transition to International Public Sector Accounting Standards (IPSAS) is part of a national directive to enhance transparency and accountability in public finance.
The Government officially launched its IPSAS implementation plan in April 2019, with a deadline for all public sector entities, including the Ministry of Defence and the ZDF, to produce IPSAS-compliant financial statements by December 31, 2025.
