Vice President Mujuru calls for support for ex-convicts

THERE is need to support ex-prisoners as their re-integration into the society has economic and social benefits to the country, Vice-President Joice Mujuru has said.
VP Mujuru said allowing ex-convicts to return to jail was costly to the taxpayers as it drained the economy.

She made the remarks in a speech read on her behalf by Minister of State in her office Sylvester Nguni last Saturday in Harare during the launch of the 2012 Prison Outreach and Re-integration Programme.
The launch was held under the theme “Donate a Bible to a Prisoner”.

Said VP Mujuru: “The country has limited resources and offenders should not return to prison once released.

“Often prisoners and ex-offenders grapple with the issues of rejection, not only by society but their relatives as well. Society tends to label them according to the crimes they committed, thus denying them the opportunity to start life on a clean page.”

She said it was also difficult for ex-prisoners to re-enter the job market due to the stigma attached to them.
“This group therefore needs support to enable them to cope with changes in their socio-economic context for them to contribute meaningfully to society.

MDC-T backs youth service

Herald Reporter
MDC-T legislators yesterday made a major climb-down by admitting that vocational training centres are important for youth development.

The party has in the past discredited the training centres, claiming that they are used to train youths partisan politics. The MDC-T legislators said the vocational training centres were noble, adding that there was a misconception by their party that vocational training centres were used as torture bases.

The MPs said this while contributing to a portfolio committee report on Women Affairs, Youth, Gender and Community Development, chaired by Sunningdale MP Margaret Matienga (MDC-T) on the challenges and constraints affecting operations of VTCs.

The MDC-T legislators joined their Zanu-PF counterparts in lauding the centres, and urged the Government to adequately resource them and increase their numbers to assist youths. The report stemmed from a tour of several centres by the committee.

Zesa to roll out pre-paid meters

Daniel Nemukuyu Senior Reporter
ZESA will, starting from June 1, roll out a month-long pilot project for the much-awaited pre-paid meter system.

The power utility has since signed contracts with four companies to install the 24 000 test meters for the pilot project.

If the project succeeds, Zesa says the selected suppliers will bring more meters for the official introduction of the system in July.
Zimbabwe Electricity Transmission and Distribution Company managing director Engineer Julian Chinembiri yesterday confirmed the development.

“The four suppliers will firstly supply 6 000 meters each which will be used for the pilot project that starts on June 1 to the end of June. If we are satisfied with the meters, then the much-awaited pre-paid system will start on July 1.

“More meters will be brought for installation,” said Eng Chinembiri.
The development comes at a time consumers are up in arms with the power utility’s billing system based on estimates.
