A councillor at the meeting said the names were unanimously endorsed and a new town clerk is expected soon.
The three were selected from 32 aspirants who were dropped at the preliminary stage.
Sources said two of the shortlisted candidates are from outside council while one holds a senior position in council.
The successful candidate is expected to guide the municipality out of challenges characterised by inefficiency, misappropriation, abuse of money and a bloated workforce.
Residents have been complaining of poor service delivery, which has seen roads with unfixed potholes and uncollected refuse. Some areas have gone for years without water while others have inconsistent supplies despite the upgrading of the water works following a cholera outbreak in 2009.
Mr Muringani was fired following a fully contested hearing after he was accused of abusing at least US$16 000 of public funds in medical and other claims.
