8 000 Byo homeowners get offer letters

EIGHT THOUSAND homeowners have been issued with securitised offer letters under the Presidential Title Deeds Programme in Cowdray Park, Bulawayo, as the Government intensifies efforts to provide secure tenure to citizens and restore order to human settlements.

National Housing and Social Amenities Minister Zhemu Soda told the ministry’s strategic planning workshop for the 2026-2030 period on Friday that 1 571 title deeds were ready for transfer to homeowners under the programme.

“Under the Presidential Title Deeds Programme in Cowdray Park, Bulawayo, a total of 8 000 securitised offer letters have been issued to beneficiaries out of 13 000 under the Kwangu/Ngakwami Presidential Title Deeds initiative,” he said.

“In terms of facilitation of issuance of title deeds, the ministry set a target of 2 000 properties for title deed facilitation in 2025. To date, 1 571 properties are ready for transfer.” Minister Soda said the programme remained central to the Second Republic’s commitment to guarantee legal ownership and ensuring that citizens obtained security of tenure for their properties.

“This flagship programme is a multi-stakeholder effort involving various ministries and private players,” he said. “Let us ensure that our planning provides the technical expertise and institutional coordination necessary for the effective issuance of title deeds.

“The programme must continue gaining traction and deliver tangible results for our citizens.

“His Excellency, the President of the Republic of Zimbabwe, Dr Emmerson Dambudzo Mnangagwa, has a great interest in ensuring that the majority of our citizens obtain security of tenure for their properties, so we need to ensure that we play our part accordingly.”

Permanent Secretary Engineer Theodius Chinyanga said the Presidential Title Deeds Programme must remain a flagship initiative because secure tenure underpins a functional housing market and encourages investment in housing.

“The Presidential Title Deeds Programme remains a flagship initiative that enhances tenure security and economic empowerment,” he said.

“Our strategic planning must, therefore, prioritise the technical and institutional arrangements necessary to accelerate its implementation.

“Our plans should be guided by appropriate steps to ensure the delivery of functional settlements with the following steps to be taken for all earmarked developments: deployment of engineers and planners to undertake detailed feasibility studies; production of designs and costed bills of quantities (BOQs) for outstanding works; mobilisation of capital through the proposed Trust Fund; and integration of statutory fees and administrative costs into the overall project framework.”
