THE Ministry of Rural Development Promotion and Preservation of National Culture has appointed the Ministry’s Matabeleland South provincial human resources officer, Mr Mandla Donga, acting Mangwe Rural District Council chief executive officer.
Mr Nketha Mangoye Dlamini resigned recently as CEO after serving for 10 years. He was on suspension for allegedly violating tender procedures.
Mangwe Rural District Council chairperson, Mr Roland Mafesi Ncube, said he hoped that Mr Donga would help regularise council’s operations.
“The Ministry has appointed Mr Mandla Donga to the acting CEO position while they are in the process of appointing a new CEO. As a local authority we are pleased with this decision and feel that Mr Donga is the right person to regularise council operations.
“We hope he will address issues of revenue collection. Council records are in shambles and departments have been operating without specific job descriptions. I hope that Mr Donga will put things in order and manage the council in a better manner,” he said.
Mr Ncube said the acting CEO was also going to help with staff development and ensure that projects are handled in a transparent manner.
Mr Dlamini was suspended for a month over allegations of issuing a tender for road maintenance works in an unprocedural manner to Enfund Construction Company.
Mr Ncube said investigations into the anomaly were conducted by council and proved that Mr Dlamini had violated regulations.
He said the tender had been issued for the construction of the Plumtree- Manyalala Road – a 10 kilometre stretch – without the knowledge of councillors.
Mr Ncube said although $40 000 was allocated towards rehabilitating the road, Mr Dlamini issued a tender for $65 000 without the knowledge of councillors.
Mr Dlamini, however, said he had resigned as he wished to pursue another career path.
