Board okays Tanyanyiwa, Gumbo’s dismissal

after a two-day meeting.
Council applied to the board last week for the dismissal of the pair and for consideration of the cases of chamber secretary Ms Omega Mugumbate and director of health services Dr Micah Simoyi.

“The board considered the application (dismissal) and it has been approved. The council can now advertise for the post,” he said.
Mr Kwenda said Dr Simoyi and Ms Mugumbate’s cases were still pending before the board because the council was still to agree on severance terms.
A disciplinary authority appointed to deal with the cases of Mr Tanyanyiwa and Ms Gumbo convicted them of charges they were facing.
The LGB approves the employment and dismissal of senior council officials in terms of the Urban Councils Act.

The Government team managing the affairs of the council in the absence of senior managers has been given up to monthend to wind off its activities.
The team’s other mandate is to conclude labour cases for other senior managers who include the suspended director of urban planning services Mr Conrad Muchesa. The issue of the six councillors fingered in corrupt activities is still pending with Local Government, Rural and Urban Development Minister Ignatius Chombo expected to make a ruling soon. Charges against Mr Tanyanyiwa included fraudulent award of contracts, illegal allocation and subdivision of stands and buying management vehicles without council authority. He was accused of awarding a contract to Centenary Plant and Equipment valued at US$2 million for the supply of 10 refuse trucks without a council resolution and without going to tender.

Mr Tanyanyiwa was allowed to buy for up to US$10 000 without council approval.
He was accused of issuing a hire purchase order of refuse collection trucks worth US$2,5 million to Autoemporium Private Ltd without council permission and without a tender.

In December 2011, he allegedly approved the awarding of a purchase order worth US$26 000 to a company called Brance to fix the floor, ceiling and walls of the council chamber without following tender procedures.
The council argues that it possesses internal skills to do the job. Another charge arose from the purchase of management vehicles worth US$681 728.

The procurement board had deliberated on the matter, but the purchases were effected before the matter was approved by full council.
Mr Tanyanyiwa also faced charges of unprocedurally authorising the subdivision of several stands in the town.
