In a significant step towards improving housing availability, the Bulawayo City Council, in collaboration with Natwecraft Private Limited and Cabin Lock Construction, has officially commissioned 465 serviced residential stands in the suburbs of Luveve North and Emganwini.
The breakdown of the commissioned stands includes 328 in Luveve North and 137 in Emganwini. The final phase of the commissioning took place at the Luveve North site, which was serviced by Natwecraft, while Cabin Lock celebrated the completion of the first phase of their project.
These developments are made possible through public-private partnerships, with the city collaborating with eight property developers, resulting in the availability of up to 10,000 residential stands in the market.
Bulawayo’s Mayor, Councillor, emphasized the importance of housing in the city’s 2025 priorities. He noted that substantial progress has been made in delivering housing this year.

“These multi-million dollar projects demonstrate the city’s commitment to providing quality serviced housing stands to home seekers. We are focused on inclusive housing development that caters to the financial capabilities of our residents, offering both medium and high-density residential options,” said Councillor Coltart.
Natwecraft’s Managing Director, Mr Nkululeko Moyo, highlighted that the delivery of these high-quality stands aligns with national development standards set forth by President Emmerson Mnangagwa. He expressed gratitude to the city for adhering to minimum service delivery standards and emphasized the social impact of the housing project.
“This initiative not only provides homes but also creates jobs for our locals, enhancing livelihoods across the community,” Moyo stated.
Cabin Lock’s Managing Director, Mr Tamsanqa Matobela, praised the city’s approach to housing development through inviting private developers with the necessary expertise and resources. He noted that Cabin Lock had entered into a service agreement with the city in 2020 for the servicing of residential stands in Emganwini Phase 4, where they have now completed the first phase with the commissioning of 150 stands.
“We anticipate completing two more phases by the end of the year, bringing the total to 473 residential stands,” Matobela added.
The commissioning of these residential stands marks a significant advancement in Bulawayo’s housing sector, underscoring the city’s commitment to meeting the growing demand for quality housing.
