THE Civil Aviation Authority of Zimbabwe (CAAZ) has appointed Mr Anderson Shonhiwa as the director of Air Navigation and Technical Services with immediate effect.

CAAZ confirmed the development in a statement issued by Director General Mr George Mashababe, noting the appointment took effect on November 1, 2026.

Mr Shonhiwa is an air traffic management professional with more than 22 years of aviation experience. He is a licensed air traffic control officer, certified quality management systems specialist, and an International Civil Aviation Organisation (ICAO) certified aviation safety management practitioner. His expertise spans Safety Management Systems (SMS), Performance-Based Navigation (PBN) implementation, and air navigation services organisational development.

He previously served CAAZ from 2004 to 2024, rising to the position of senior air traffic control officer. During his initial tenure, he was instrumental in implementing a Quality Management System at the Victoria Falls Air Traffic Services Unit, represented Zimbabwe at regional coordination meetings, and contributed to the team that won the bid for Zimbabwe to host Routes Africa in 2014. Prior to rejoining CAAZ, he spent more than two years working on an Air Navigation Services Development Project with a United Arab Emirates-based air navigation services provider.

Through the ICAO Next Generation of Aviation Professionals (NGAP) programme and African Civil Aviation Commission (AFCAC) human capital development initiatives, Mr Shonhiwa holds certifications in performance-based navigation, aviation safety management, safety risk management, and civil-military cooperation. He also represents Zimbabwe on the Professional and Technical Committee of the International Federation of Air Traffic Controllers’ Associations (IFATCA) Africa and Middle East Region and is a corresponding member of its Professional and Legal Committee.

He holds a Master of Commerce in Strategic Management and Corporate Governance from Midlands State University and a Bachelor of Commerce in Management from the University of South Africa.

“The authority is confident that his experience and commitment to integrity and efficiency will strengthen Zimbabwe’s air navigation services and enhance compliance with ICAO Standards and Recommended Practices,” CAAZ stated. “CAAZ Management and Staff congratulate Mr Shonhiwa and wish him every success in his new role.”

The Directorate of Air Navigation and Technical Services (DANTS) is responsible for providing air navigation services in Zimbabwean airspace that comply with national regulations and ICAO standards and recommended practices (SARPS). The directorate comprises three departments: Air Traffic Services, Technical Services, and Aeronautical Information Management. Its primary role is to ensure the timely flow of aeronautical information necessary for the safety, regularity, and efficiency of national and international air navigation.
