Harare Mayor Jacob Mafume has called for tougher environmental regulations and urged action against littering and public urination.

Mayor Mafume said there was a need to manage the behavioural changes of citizens

“People throw litter outside their cars, they eat while walking in the streets and they all do things that are not environmentally friendly so we need to curb that,” he said.

“We also need to find a way of managing our informal sector so that they operate from areas where we can manage their impact on the environment.”

Mayor Mafume said they were working on increasing fines on people who litter.

“We also have to increase the work that we are doing in terms of removing the litter, separating it and processing it,” he said.

“We need to increase our fines for people that litter on purpose.”

“In other cities it is a grievous offence to chew bubble gum, to spit on the road, meanwhile here people think it is normal to urinate in public.”

He added: “Some go to the extent of defecating in public it is bizarre, an uncivilized behaviour by certain citizens and that simply has to stop and we have to make it stop by enforcing the law.”

“You can’t imagine going to Dubai or Singapore taking out your private part and starting urinating in public because there you will be arrested.”
