Carelse-Juul cries foul

ZIFA presidential candidate Trevor Carelse-Juul yesterday wrote a letter of protest against what he described as unethical behaviour by another candidate, Philip Chiyangwa, whom he claims broke some sections of the constitution.

The letter, written by Juul’s lawyers Mangwana and Partners, was also copied to ZIFA Electoral Committee, ZIFA Ethics Committee, CAF Ethics Committee and FIFA Development Officer Ashford Mamelodi, who is expected to supervise the election today.

“We address you at the instance of our client Trevor David Carelse-Juul, who is a ZIFA presidential candidate,” wrote the lawyers.

“Our client wishes to register his concerns at the blatant violation of the ZIFA constitution and FIFA statues by Philip Chiyangwa who is a presidential candidate.

“These violations render the elections not free and fair.

“Article 32:4 of the ZIFA constitution states that, ‘the members of the executive committee shall have already been active in football administration for at least two years.’

“He has violated several laws as cited below:

1. Donation of funds to national teams (Mighty Warriors and the Young Warriors and the Supporters Associations by Philip Chiyangwa in October and November, 2015). This is a violation of the FIFA statues on gifts and benefits and in particular FCE Article 20 (i).”

The letter also alleges that the declaration by Chiyangwa, claiming he had secured more than 46 votes, was unconstitutional.

Carelse-Juul further stated that the invitation of councillors to Chiyangwa’s manifesto unveiling and providing them with accommodation and allowance was a violation of the statutes.

Chiyangwa is believed to be leading the poll and was cleared by the ZIFA Electoral Committee, who felt that he had enough experience in the trenches of the game.

The Harare businessman also claimed that, at the time he donated to the national teams, he had not officially registered as a candidate.
