RESIDENTS have hailed the appointment of a Chinhoyi lawyer to be the substantive chamber secretary, following the retirement and subsequent death of predecessor Abel Gotora.
The residents feel the appointment of Mike Mutsvairo of Mutsvairo and Associates, to the post of chamber secretary will bring a variety of experience and skills to the troubled council and possibly enhance its decision-making and governance processes.
Lovemore Zuze of Hunyani high density suburbs said Mutsvairo brings in substantial legal knowledge and training, allowing him to navigate complex legal frameworks, provide advice on compliance, and interpret laws relevant to council’s activities.
“The appointment of Mutsvairo is a step in the right direction,” said Zuze.
Chinhoyi Combined Residents Association chairman, Tendai Musonza told H-Metro that Mutsvairo’ s strong analytical abilities will enable him to assess legal documents, contracts, and other materials critically, which is vital for informed decision-making.
Musonza said Mutsvairo has experience in negotiating agreements and settlements, which can be beneficial for the council in various dealings.
“Often, appointed lawyers have experience working in public or governmental organisations, which means he is familiar with the policies, procedure, and dynamics of public governance, “said Musonza.
He urged Mutsvairo to put his communication skills to use in order to be able to convey complex legal concepts in a clear and understandable manner to council members and stakeholders.
“He has the experience in dispute resolution, which can aid council in resolving conflicts effectively and maintaining harmony in governance,” said Musonza.
He added:
“Mutsvairo is adept at legal research, allowing him to stay updated with latest legal developments and relevant case law that may impact the council’s decision,” said Musonza.
He said the newly appointed chamber secretary has a multi-disciplinary approach experience in various fields such as environmental law, corporate law, or real estate law, which can provide the council with a diverse perspective on issues.
Municipality of Chinhoyi Public Relations Manager, Tichaona Mlauzi, confirmed the appointment of Mutsvairo.
“Yes, I can confirm that at our last Ordinary Council seating, a letter of appointment, appointing Mr Mike Mutsvairo as the new chamber secretary was read in council.
“We now await his assumption of duty. As usual a person is given 90 days to confirm or which he can start earlier than that which is quite in synch with the appointment.
“We look forward that he is going to assist the community to articulate and understand as well as council to understand some of the nitty gritties involved in the administration of the local authority, “said Mlauzi.
Mutsvairo told H-Metro, that it is a privilege and an honour having been appointed chamber Secretary for the Chinhoyi municipality.
“I am aware that the post comes with responsibilities that should not be taken lightly,” he said.
Mutsvairo said his appointment will not be a stroll in the park or easy
“I believe that my role is to advise council on legal issues to ensure that it is and remains compliant with all the laws governing its operations with a view that service delivery become better and more efficient.
“It is a role that combines legal and administrative aspects of council.
“There is the call to action, no compromise to service delivery put in place by the President in November 2023.
“I hope that by providing input in my capacity as the chamber secretary, council will be able to cut on cost associated with litigation be it on labour issues, disputes involving land among others, so that such monies are put to good use in respect of projects that ensure better service delivery to the residents who are key stakeholders of council,” said Mutsvairo.
