Despite the commendable achievements registered by the council in service delivery, there were numerous grey areas requiring consideration.  Ruwa was the last council to submit its 2013 budget proposal at the end of last month.  Minister Chombo expressed concern over missing information on their bugdet proposal.  He urged the council not to make their own decision without consulting his office.
“The localauthority increased its staff establishment without my approval hence defying ministerial directives and circulars. I would be glad if the council is guided accordingly in this regard,” he said .
He advised the council to submit the information pertaining to the application for town status.
“I therefore advise the council that the approval can only be done upon submission of the information I requested,’’he said.
Minister Chombo, however, commended the Ruwa Local Board for undertaking projects despite the problems experienced in the area.
The projects include the completion of Norah Valley treatment plant to address the perennial water supply problems in Ruwa.
