A similar system is used in Johannesburg, South Africa.
“We are putting enforcement at Fourth Street to ensure that kombis do not get into the city centre and that they pay for using the rank,” said Dr Mahachi.
Kombis that ply the City, Manyame and Chitungwiza routes will be restricted to Rezende South bay.
The city will soon be registering commuter omnibus operators to provide inter-terminus connections. Under this system — the kombis will not be allowed to rank for more than 10 minutes as a way of encouraging usage.
The city is also introducing bus lanes and would make it an offence for other motorists to use the bus lanes while buses will be penalised if they encroach onto undesignated lanes.

With proper enforcement council will be able to levy the commuter operators for using its ranks and at the same time rid the city of touts.
Dr Mahachi said the city was introducing a mass transit system to carry commuters into the city centre.
City officials have in the past issued similar warnings but failed to implement as the buy-in from both commuters and commuter operators was low while enforcement was not undertaken.
In a related matter Dr Mahachi said vendors operating in the CBD will be restricted to designated points that have been agreed upon with the vendors.
He said the Fourth Street parking bays will be converted into a weekend flea market as part of the expansion of the Mupedzanhamo flea market in Mbare.
“We are creating more flea markets to cater for the growing demand,” said Dr Mahachi.
He said more such markets would be opened in suburban areas.
