The matter was brought to the attention of council by the director of urban planning services Mr Psychology Chiwanga and his housing and community services director Mr Justin Chivavaya.
At some shopping centres the number of beer outlets by far exceeds that of grocery shops. Kambuzuma has 17 beer outlets compared to 16 shops while Warren Park has 35 liquor outlets compared to 34 shops. Sunningdale has eight beer outlets against five shops. Dzivarasekwa has 19 beer outlets compared to 35 grocery shops while Glen View has 54 beer outlets compared to 70 grocery shops.
The complaint was that over 50 percent of businesses at most shopping centres were selling alcohol while depriving other services of space. The city wants the number of beer outlets reduced in relation to other services as the outlets compete for the little available trading space with other services.
The high concentration of similar services is also affecting the profitability of business while the high number of beer outlets has been blamed for causing moral decay in the suburbs. Harare has 1 898 shops in the residential suburbs against 548 beer outlets representing a 49 percent incidence of beer outlets in relation to the shops.
Only low density suburbs have a low number of beer outlets. The percentage of beer outlets in relation to shops is lowest in Highlands and Mt Pleasant where they only represent seven percent of the total number of shops.
