Hardest hit is the procurement of water treatment chemicals, with local authorities being forced to buy on an ad-hoc basis instead of a long-term tendering process. President of the Urban Councils Association of Zimbabwe and Masvingo Mayor Alderman Femias Chakabuda said his council was still using its own procurement procedures, three months after Government ordered that all local authorities procure through the State Procurement Board. He said he was not aware of how other councils were managing the situation.

Last Friday the SPB invited tenders for annual supply of water treatment chemicals for Harare. The confusion comes as Harare’s water treatment chemical stocks are dwindling because the city does not have binding contracts with suppliers for 2013.
