ZANU PF Secretary for War Veterans, Ex-Political Prisoners, Detainees and Restrictees, and Non-combatant Cadres, Cde Douglas Mahiya, praised war veterans for endorsing the Constitutional Amendment Bill No. 3, calling it a covenant between the nation and those who sacrificed for its freedom.
The Constitutional Amendment Bill seeks to refine governance structures in line with the country’s developmental aspirations under Vision 2030
Officially opening the 8th War Veterans league National Executive Council meeting for War Veterans on Thursday afternoon, Cde Mahiya highlighted that the feedback from provinces has been encouraging. Veterans of the Liberation Struggle are united, engaged, and determined to see this Amendment succeed.
“This is not just a legislative matter, it is a patriotic duty, a moral obligation, and a covenant between the nation and those of us who sacrificed for its freedom,” said Cde Mahiya.
The meeting was held in accordance with the Zanu PF Constitution, Article 32 Section 435, affirming both the legitimacy of the War Veterans League and collective responsibility to advance the cause of veterans.
Cde Mahiya confirmed that the feedback from provinces shows that veterans appreciate how the Bill safeguards their rights, strengthens institutional recognition, and secures their legacy within the constitutional order.
“Today, we must consolidate these gains by ensuring those War Veterans who missed out during the outreach understand the implications of the Constitutional Amendment Bill No 3.
“Comrades, this Constitutional Amendment No 3, Bill is not just a legal instrument, it is a covenant that secures the dignity, recognition, and empowerment of our veterans. Supporting it is both a patriotic duty and a moral obligation,” said Cde Mahiya.
Before the parliamentary public hearings, the league’s national executive engaged the war veterans community to conscientise them on the importance of supporting Constitutional Amendment Bill No 3.
This programme was instrumental in educating and mobilising war veterans on the importance of supporting Constitutional Amendment Bill No 3 ahead of the just-ended Parliamentary public consultations, ensuring that their voices are aligned with national priorities.
“The month of March saw the success of our outreach programme, which conscientised the war veterans community on the importance of supporting the Constitutional Amendment Bill No 3,” he said.
“This initiative has ensured that our comrades fully understand how the Bill safeguards our rights, secures our recognition, and embeds our legacy within the constitutional order.”
The outreach, Cde Mahiya said, also reinforced unity, bridging gaps among war veterans and fostering a collective sense of responsibility towards national development.
He called for unity of purpose among the war veterans to ensure the Bill sails through in Parliament.
“Let us consolidate these gains, close the gaps that remain and ensure that our collective support translates into tangible outcomes,” he said.
“Our unity of purpose will guarantee that the dignity and empowerment of war veterans remain at the heart of national development.”
Furthermore, he said the league recognises war veterans’ welfare as inseparable from the wider constitutional and governance framework.
