Council threatens pullout

Harare pays US$35 000 in subscriptions to Ucaz every year, which it wants to withhold until its concerns are addressed.

In a full council meeting on Tuesday, Clr Lancelot Mudavanhu moved a motion to challenge proceedings of the last Ucaz annual general meeting held in Masvingo recently.

He was seconded by Clr Julius Musevenzi.
“Council takes note, with concern, that the elections at the recent annual general meeting of the Urban Councils Association of Zimbabwe in Masvingo were unconstitutional,” said Clr Mudavanhu.

He said the amendments made to the Ucaz constitution at the AGM were made without adequate consultation with members. His concern was that Harare’s representation had been reduced, yet the city was still required to pay the biggest subscription fee.

Harare Mayor Mr Muchadeyi Masunda was mandated to raise the matter with the Ucaz presidential committee and “request for an extraordinary annual general meting to correct the anomalies”. He cautioned against making “precipitous decisions that would not be in anyone’s interest”. Mr Masunda said Harare’s pullout would signal the demise of the association which he said enjoyed the goodwill of donors because Harare was a member.
