THE announcement of the 2026 City of Harare budget was marked by low attendance on Thursday, with only 35 officials present in a hall that accommodates more than 200.

Most chairs were vacant as councillors and directors failed to turn up.

Staff members and a handful of junior officials filled the front rows, while most of the seats reserved for senior administrators were unoccupied.
