ZIMBABWE’S councils are drowning in scandal after the Auditor-General tore apart their financial records, exposing shocking levels of mismanagement.
Only two rural councils – Goromonzi and Marondera – walked away clean. The rest are a financial circus.
A massive 64 councils were nailed with adverse opinions, 61 with qualified opinions and four with disclaimers.
The biggest shocker is Bulawayo City Council that couldn’t even produce its 2023 and 2024 accounts, forcing the Auditor-General to throw her hands in the air.
Harare and Gweru were slapped with adverse opinions, while Victoria Falls, Mutare, Masvingo, Kwekwe and Kadoma were tagged with qualified audits. Hwange, Kusile RDC and Beitbridge Municipality were so chaotic they received disclaimers.
The Auditor-General, Rheah Kujinga, blasted the councils for failing to follow proper standards, warning that their financial statements may be “useless to the public”.
“This is about accountability and trust,” she said, adding that the rot threatens public confidence and derails national development goals.
The latest report paints a grim picture of councils running on dirty books, leaving ratepayers questioning where their hard-earned money is going.
