“It is an open system where those who meet the terms will be able to do so. Retail outlets will be expected to be able to buy a certain minimum for them to qualify. We have been conscious about not picking winners and losers on this. We want to make it as open as possible,” he said.
Minister Mangoma reiterated that just like in the airtime business, vendors could also sell the coupons using third parties.
“The vendors will not deal directly with Zesa because of the stipulated minimum. They will go through a middle man. The arrangement will not affect the price because it is stipulated.
The number of middlemen the vendor goes through will not affect the coupon price,” he said.
The new system is meant to usher a new era of operational efficiency and decongest Zesa banking halls where customers bought their coupons.
