THE Zimbabwe Defence Forces (ZDF) has reaffirmed its commitment to transparency and sound financial management as it moves to meet the Government’s December 2025 deadline to fully adopt the International Public Sector Accounting Standards (IPSAS).
Speaking at the closing of a week-long IPSAS training workshop for 200 logistics and equipment management personnel from the Southern Region held at Jason Ziyapapa Moyo Air Base this morning, ZDF Chief of Staff Administration Staff, Major General Asher Walter Tapfumaneyi, said the exercise was part of national efforts to transform public finance management and improve accountability.
“This has not been just another routine workshop; it is part of a national reform journey central to our public finance management transformation,” he said.
He said the Government’s adoption of IPSAS underscores the importance of transparent and effective use of public resources, adding that for the Defence Ministry as a whole, it reflected stewardship over critical assets such as land, buildings, vehicles and equipment.

The training covered key IPSAS standards, including inventory and property, plant and equipment, with brief insights into other standards expected to apply in future.
Participants were urged to apply their knowledge to strengthen asset and inventory management across all departments.
He called for the establishment of focal persons for non-financial assets and inventory within each directorate to ensure coordination with the Accountant-General’s Department and the Treasury’s IPSAS Implementation Team.
“IPSAS is not just an accounting reform, it’s about building public trust and demonstrating that we are responsible custodians of national assets,” he said.
Major Tapfumaneyi expressed gratitude to the Ministry of Finance, Economic Development and Investment Promotion for supporting the training and urged participants to use the acquired skills to enhance financial accountability and operational efficiency within their respective services.
