Due to issues with one of his knees, Ba agreed to a basic weekly salary at Newcastle of £20 000 with another £20 000 on top for appearances.
Chelsea were willing to double his pay but it is believed he wanted more.
Newcastle will have little say in his transfer away from St James’ Park because of the release fee clause in his contract.
Any club wishing to purchase the striker must pay just £7,5million to enter talks with his representatives.
Any potential move for the forward will earn him a cool £2m “loyalty” bonus from Newcastle.
The Magpies signed the striker from West Ham after the east London side were relegated in 2011.
Ba scored 16 goals in 34 English Premier League appearances last season but his relationship with Newcastle manager Alan Pardew soured in September.
He felt he was being played out of position while Papiss Cisse took the central striker’s spot in Newcastle’s team.
However, despite his frustrations and the uncertainty over his future, he has still managed an excellent 13 top flight goals this term.
Chelsea will now have to consider other options to boost their ranks as they have just one striker at the club, in Fernando Torres.
