DYNAMOS plot PSL, Zifa coup…Pen strongly-worded 17-point demand letter…Propose overhaul of operations, elections

ZIMBABWE Premier Soccer League giants Dynamos have written to the Premier Soccer League, highlighting 17 points that they want to be discussed when clubs meet for their annual general meeting in Harare on 31 May. 

The issues raised by the Harare giants, if they sail through, will see PSL clubs having a big say on who runs both the league and the Zimbabwe Football Association (Zifa), among other far-reaching ramifications. A PSL official confirmed receipt of the letter. Read the letter in full . . .

Re: Notice  of request for urgent Any Other Business matters for discussion at the PSL  Annual General Meeting on 12th April 2024.

The above matter refers. 

Dynamos Football Club hereby request your esteemed office to facilitate inclusion  of the following urgent any other business matters on the day’s agenda on the occasion of the PSL Annual General Meeting on 12th April 2024:

1. Club Levy of 25%

We propose  that a club levy of 25% of the gross gate- takings be the first deduction  to be made after the match where upon other levies could be deducted  The club levy would  cover the club’s  pre- match expenses like camping,  transport, appearance fees, daily allowances, general sundries, bonuses etc. 

2. Reduction of statutory levies due to SRC, Zifa, PSL and police 

The current levy structure has a debilitating effect on the survival of the clubs. Clubs should not be used as milking cows as this may see most clubs folding up. We would like a motivation for the downward review of the levies due to SRC, Zifa, PSL and police to 2%, 2%, 2% and 1% respectively. 

3. Broadcasting rights

We propose that the Broadcasting rights of the clubs be returned to either the clubs or to the marketing agencies of the clubs. ZTN should not be allowed to exploit our television rights as they have not exploited the rights for the benefit of the clubs over the past three years or so.

4. Sponsorship Caps

We propose that there be sponsorship caps and sponsorship agencies be appointed by the league, to engage prospective partners for a commission. 

5. Ticketing 

We propose that the match day tickets be sourced by clubs so as to stem the incidence of using expensive tickets which clubs cannot afford. Auditing of the tickets should be done by PSL. 

6. Match day gate management 

The club playing at home should be in charge of recruitment deployment of staff on duty with the PSL supervising the staff. 

7. Business development 

The league should set up an investment vehicle which should be responsible for revenue generation and acquisition of movable and immovable assets. 

8. Player welfare 

A player welfare fund should be set up to oversee all player welfare issues. 

9. Levies for women’s football and youth football 

The levy for women football and youth football should be drawn from gate takings and sponsorships.

10. PSL calendar 

The PSL calendar should be changed from the March to November one to August to May in conformity with the best leagues in the world. Such a change would have a positive impact on the Caf competitions and national teams. 

11. Fifa International calendar 

The league should respect the Fifa International calendar by not having fixtures during the Fifa International break as is the practice the world over. 

12. Perimeter advertising 

The league should allow clubs to have access to the Perimeter advertising space and Askeland should not be in charge of match-day advertising arrangements. 

13. Fines and penalties

We propose that a schedule of fines and penalties be circulated by the league’s finance committee and adopted by the Board of Governors before the commencement of the season.

14. Judicial bodies 

We propose that the league’s Judicial bodies be reviewed every four years by the Board of Governors. The bodies should be manned by competent professionals. Judicial bodies should pronounce the judgments within the prescribed time frame. 

15 Deployment of PSL members at ZIFA

We propose that the league should deploy one of the governors or our proxy to contest for the Zifa elections for the position of president. The position has been of late the preserve of either regions and provinces or their proxies. We are the biggest constituency and as such we should take our seat at the helm of Zimbabwean football. 

16. PSL management 

We propose that the PSL constitution be amended to conform with the Zifa constitution which provides for all football structures to be run by elected management committees of six members. We can ill afford the luxury of having the biggest league run by an emergency committee. Emergency committees only dispense emergency football business on behalf of the whole management committee in between meetings of the management committee which would ratify the decisions made by the emergency committee. 

17. Registration quota for players 

We propose that the registration quota for players per season be reviewed upwards from the current 30 players to 35 players. This increase is to give teams room for depth. Given the inter-club competitions which we are now eligible to participate in, it is only proper that the number of registered players be increased to 35.

We hope that our proposal will add value to the elite league.
