EDITORIAL COMMENT: Timely budgets approval cornerstone of effective service delivery

THE Ministry of Local Government and Public Works recently approved the 2025 budgets for all the local authorities in Manicaland to ensure that the councils have the necessary resources to deliver essential services to residents so that the country can realise its vision of attaining an upper middle class economy by 2030.
Over the years, delays in budget approvals had become a recurring challenge, with far-reaching consequences for service delivery.
When budgets are approved in a timely manner, local authorities can plan and execute their programmes and projects with confidence.
This enables them to provide essential services such as water, sanitation, roads, and waste management, which are critical to the well-being and quality of life of residents.
Timely budget approval also allows local authorities to respond promptly to emerging needs and priorities, ensuring that residents receive the services they require in a timely and efficient manner.
Now that the budgets have been approved, all the local authorities must prioritise needs assessment and planning. This involves conducting thorough assessments of the current state of services such as water, sanitation, roads, and waste management, identifying gaps and areas for improvement, and developing comprehensive plans to address these needs.
