Energy Ministry maps 2027 priorities

THE Ministry of Energy and Power Development has begun a five-day strategic planning review workshop to assess its performance and chart priorities for the 2027 planning period, with officials calling for measurable results and stronger implementation.

The workshop, which enters its second day today, is reviewing implementation performance, assessing institutional and programme delivery, and identifying challenges and corrective measures.

It is also expected to align the ministry’s priorities with the National Development Strategy 2 (NDS2) and Vision 2030, while identifying strategic programmes and projects for the coming year.
Minister of Energy and Power Development July Moyo is attending the workshop and is expected to deliver the keynote address.

Permanent Secretary in the ministry, Engineer Gloria Magombo, said the workshop came at a critical point in the planning cycle, providing an opportunity to assess performance, reflect on lessons learnt and determine the ministry’s strategic direction.

“The strategic plan is not simply an administrative or compliance requirement. It is an instrument through which aspirations are translated into measurable programmes, projects and tangible results for the people of Zimbabwe,” she said.

Eng Magombo said the success of the strategic plan would ultimately be measured by its impact on the ground.
“The critical issue which the people of Zimbabwe want to see is the impact, because it is that impact which the Minister has to account for. What is the impact of our sector in terms of ensuring that the strategic vision of 2030 outlined by His Excellency as being an upper-middle-income society is actually fulfilled with energy at the core of this vision?” she said.

She called for honest reflection, evidence-based assessment and a strong focus on implementation during the deliberations.

“We must celebrate our achievements, but we must equally prepare to acknowledge areas where implementation has not proceeded as expected. We must identify the causes, agree on appropriate collective measures and where interventions have succeeded, understand the factors that made them successful,” she said.

Eng Magombo also underscored the importance of reliable statistics in measuring progress, citing the energy compact as one of the ministry’s strategic blueprints, with clear targets and a roadmap towards total electrification by 2030.

“Our planning must move from broad aspirations to clear priorities, measurable targets, defining responsibilities and implementable interventions,” she said.

She said effective implementation would also require stronger coordination among the ministry, utilities, regulators, development partners, the private sector, provincial structures and communities.
“Our success depends on our ability to work together around a common vision and shared responsibilities,” she said.

The workshop is expected to produce key planning documents, including the Minister’s contract, Deputy Minister’s contract, Cabinet Secretary’s contract, as well as the 2027 work plan and budget.
