FINANCE Minister Professor Mthuli Ncube and Reserve Bank of Zimbabwe Governor Dr John Mushayavanhu, will headline Parliament’s 2027 Pre-Budget Seminar in Bulawayo, with their presentations expected to shape debate on fiscal priorities, monetary policy coordination and economic resilience.
The seminar, scheduled for Wednesday to Saturday, will run under the theme, “Accelerating Economic Transformation and Building Resilience to Climate and Global Shocks.”
In an update, Prof Ncube said he will be presenting the budget to Parliament on November 19, 2026.
“But as part of the budgetary preparation process, there is a need for members of Parliament to have a retreat.
“The retreat usually takes four days, and this retreat is taking place in Bulawayo this year. The retreat will consider many things arising from consultations with the public.
“The Committee on Budget and Finance has been consulting with the public; various committees have been consulting with the public and also consulting with various members of Parliament.
“So, the retreat by members of Parliament is to have a discussion on the budget allocations, priority areas and revenue measures to support the various government departments and the various programmes of Government.”
In an update, Parliament of Zimbabwe said a pre-budget seminar strengthens Parliament’s ability to scrutinise the proposed national budget before it is finalised.
“It gives Members of Parliament and relevant stakeholders a shared understanding of the economic outlook, revenue projections, debt position and government priorities.
“This supports more informed debate, helps identify gaps between national priorities and proposed funding, and enables Parliament to raise evidence-based recommendations during the budget process.
“It also promotes transparency and strengthens Parliament’s oversight of public resources.”
