FOUR parastatals under the Ministry of Public Service, Labour and Social Welfare yesterday signed performance contracts with the Government as part of ongoing efforts to improve service delivery and accountability.
This comes on the back of the signing of performance contracts by Ministers and heads of public institutions in March, which was presided over by President Mnangagwa at State House.
Parastatals that signed contracts include National Social Security Authority (NSSA), National Building Society (NBS), Zimbabwe Institute of Public Administration and Management (ZIPAM) and Tripartite Negotiating Forum (TNF).
Speaking at the ceremony, Public Service, Labour and Social Welfare Minister Edgar Moyo said the event marked a significant milestone in the ministry’s ongoing journey towards enhancing accountability, efficiency and service delivery in its enterprises.
“Let me hasten to point out that this is not just a ritual or tradition that we undertake yearly, this is a serious pledge to achieving results for the entities that we have been entrusted to steward.
“The performance contracts we are about to sign symbolise our dedication to measurable outcomes and results. They are not merely documents; they are commitments to our vision of a vibrant, responsive and accountable public service that transforms the lives of the citizens of this nation in line with vision 2030.”
Minister Moyo also commended all the parastatals for their hard work and commitment to duty, as evidenced by the results they achieved in the previous budget year.
However, he emphasised that last year’s successes are now history, and clients and citizens have new demands that must be met.
“It is my belief that the priorities that we have set for this budget year have been birthed out of our desire to transform the livelihoods of our clients and the citizens of this country in line with Vision 2030.
“It is therefore, my hope that as we conclude implementation of NDS1 and transition to NDS2, you have all prioritised impactful programmes, projects and interventions that will transform the circumstances of our people.”
Going forward, Minister Moyo said he was expecting high standards of professionalism, leadership, integrity and accountability from all parastatals.
Representing the various organisations were Dr Emmanuel Fundira, NSSA board chair; Mr Shingirai Israel Mutumbwa, NBS board chair; Mr Noah Matimba, ZIPAM board chair; and Mr Albert Nyakadzumbu, TNF executive director.
Speaking after signing the performance contract, Dr Fundira pledged to maintain transparency and accountability.
“On the governance side, we are continuing with the promotion of integrity, eradication of corruption, and a promotion of a clean environment. Our outlook for 2025, we believe we’ve put in place sufficient strategies that will enable us to meet our targets.”
NBS board chair, Mr Mutumbwa said: “It is a very special occasion. In our case, we are very excited in the sense that the government has now taken a fairly serious and qualitative role in ensuring that our conduct is closely monitored and that we are measured in terms of performance as opposed to just to let go. This is a process which is a global process.”
