The Swede said: “I’m not too happy that they celebrated. How I see the club is different, I’m from the old school and Pat Rice said to me if you don’t win a trophy every year it is a big failure.
“It’s a bit different now and they have all the debt from the new stadium and we will have to see what happens this summer — hopefully they will have a better team next year.”
Ljungberg has urged Wenger to open the club’s coffers this summer to end their draught and become genuine title contenders. He said: “I think they have the foundations, but maybe they need to get some very good players to spice it up a little bit.
“It’s hard for any team if you let your best players go every year. It’s not even possible to compete to win then and A0rsène Wenger has done really well with the squad he has.”
Meanwhile, Arsenal’s move for Stevan Jovetic is at breaking point after refusing to meet Fiorentina’s £25million asking price.
Talks between both clubs have been ongoing for a number of weeks after Wenger made Jovetic his No. 1 striker target.
But the deal has hit a major stumbling block, with the Italian Serie A club refusing to take anything lower than their valuation.
Gunners chiefs have told Fiorentina they are only willing to pay £20million to sign the Montenegro striker.
And there is a growing feeling among the Arsenal hierarchy that Juventus are now ahead of them in the race to land Jovetic.
Like Arsenal, the Italian giants have opened discussions over a summer switch for Jovetic — but Fiorentina are understood to be reluctant to sell to a rival club.
However, Juventus are willing to meet the asking price which could force Fiorentina into a change of heart.
In another development, Andrey Arshavin, who is out of contract this summer, is wanted by Zenit St Petersburg.
The Gunners flop, who earns close to £90 000-per-week, also has offers from the MLS and the Middle East.
Elsewhere, Tottenham have opened talks over a £10million swoop for Barcelona striker David Villa and have renewed their interest in long-term target Leandro Damiao.
Sportsmail revealed Andre Villas-Boas’ interest in the striker earlier this month, and the Spanish club have now been made aware of Spurs’ intention to land Villa ahead of next season.
