Government reverses decision to indigenise schools

It was contained in a notice published in the Government Gazette end of June.
The notice stated that schools with a net asset value of US$1 must have a 51 percent indigenous ownership.

Education, Sport, Arts and Culture Minister David Coltart, yesterday announced the development following a meeting with Youth Development Empowerment and Indigenisation Minister Saviour Kasukuwere.
Minister Coltart said the parties agreed that all the mission, church, community and trust schools set up in accordance with Section 20 ( 3) of the Constitution of Zimbabwe should be spared from indigenisation exercise.

“We had a constructive conversation with Minister Kasukuwere this evening. We agreed that Section 20 (3) of the Constitution of Zimbabwe should be respected.
“The section categorises the schools which are non-profit making including mission, trust, church and community schools. Such schools should not be subject to any indigenisation policy,” he said.

Minister Coltart said in Zimbabwe, there were no profit-making schools as most of them were trust schools.
“There are no such schools except for one that is suspected to be profit oriented.

“Schools in Zimbabwe are not profit making and they should not be subject of indigenisation,” he said.
Minister Kasukuwere confirmed convening the meeting and the agreement thereof.
“Yes we had such a meeting and we discussed the instrument for schools built for profit. Most of the schools are trust schools and talk to Minister Coltart for detail,” he said.
