Government to set up AI taskforce

GOVERNMENT has announced plans to establish an Artificial Intelligence (AI) taskforce to oversee and regulate the use of such technology as the nation seeks to tap into the potential of AI and position itself as a leader in Africa’s burgeoning digital economy.

In an interview in Bulawayo, Information Communication Technology (ICT), Postal and Courier Services Minister Tatenda Mavetera, said the world was increasingly turning to technology to drive growth and innovation.
Similarly, she said Zimbabwe recognises the importance of not just keeping pace but leading the charge hence the move to set up an AI taskforce to ensure integration of AI into various sectors is done responsibly and ethically.

This is aimed at fostering an environment where creativity and innovation can thrive while safeguarding citizens’ rights.
Minister Mavetera said the taskforce will comprise experts from various fields, including technology, ethics, and law.
“We want to ensure that as we embrace this new technology, we do so in a way that benefits all Zimbabweans,” she said.
“This is about creating a framework that not only promotes growth but also addresses concerns related to privacy, security and job displacement,” Minister Mavetera said.

“Imagine a future where AI helps farmers optimise crop yields, aids students in personalised learning experiences, or streamline healthcare delivery.

“These are just a few examples of how technology can revolutionise daily life and drive economic growth.”

Minister Mavetera said the taskforce will also engage the public and industry stakeholders to gather insights and foster a collaborative approach to technology adoption.

“We want to hear from the people. Their voices will be vital in shaping policies that reflect our unique context and aspirations. As Zimbabwe steps into this new era, the hope is that this initiative will not only enhance the nation’s competitiveness on the continent but also inspire confidence among investors and innovators,” she said.

Minister Mavetera said with a focus on responsible governance and ethical use of technology, Zimbabwe is poised to not only participate in the digital economy but to lead it.

She highlighted that only 45 percent of Zimbabweans have internet access, and the Government is seeking to expand broadband, invest in AI education by establishing an AI Zimbabwe Academy.
“Zimbabwe’s Data Protection Act (2021) must evolve to address AI ethics. The solution to this is to adopt national AI guidelines, like the EU’s AI Act.

“African AI start-ups raised US$3,1 billion in 2023, and Zimbabwe must attract similar investments. An AI taskforce must be established to draft a national AI policy.

In that regard 10 000 AI specialists must be trained by 2030,” said Minister Mavetera.
She said the Government is already working on investing in expanding the country’s digital infrastructure to ensure high-speed internet access across urban and rural areas.

“This is vital for enabling equitable access to digital services. The recent launch of the Presidential Internet Scheme under our National Broadband Plan will ensure that we connect the unconnected,” said Minister Mavetera.
Government is also launching nationwide digital literacy initiatives aimed at equipping citizens with the skills necessary to thrive in the digital economy. This includes targeted programs for women and youth, ensuring that everyone has the tools to succeed.

Government recently launched the Zimbabwe Digital Skills programme, where it is targeting to train 1,5 million coders in Zimbabwe. The ministry is further developing robust regulatory frameworks that prioritise data protection and privacy.
This includes the establishment of a Data Protection Authority to oversee compliance and protect citizens’ rights.

“Collaboration between the Government and the private sector is crucial. We are fostering partnerships that drive innovation and create opportunities for start-ups and entrepreneurs, particularly those from under-represented communities,” said Minister Mavetera.

She said Government was also creating an enabling environment for digital entrepreneurship, providing support for start-ups and small businesses to leverage technology for growth.
