GOVERNMENT is committed to fulfilling its mandate of delivering high quality services to the people as well as transforming the country’s socio-economic fortunes, Chief Secretary to the President and Cabinet, Dr Misheck Sibanda, has said. He said the Office of the President and Cabinet, as the lead agency in Government, was also looking at a new economic blueprint that would reinvigorate the economy and
transform the country into an economic powerhouse.
Dr Sibanda was speaking while officially opening a two-day strategic retreat workshop for officers, principal directors and deputy directors in the OPC in Harare yesterday.
“This workshop makes it possible for us to put our minds together with a view to formulating strategies that ensure we effectively discharge our mandate in directing and co-ordinating Government policy formulation and decision-making, overseeing the timeous and effective implementation of agreed policies and programmes, co-ordinating national development initiatives and plans ensuring that ministries and their departments remain committed to utilising available resources to deliver high quality services to the people in conformity with the Results-based System which is now guiding all Government operations,” said Dr Sibanda.
He said by winning the July 31 harmonised elections, the majority of the people had reaffirmed their trust in the ability of Zanu-PF to transform the economy.
“The workshop will also be exposed to the new economic blueprint in the form of the Zimbabwe Programme for Socio-Economic Transformation (ZIMPSET) that will run its full cycle from now to December 2015,” Dr Sibanda said.
The programme, he said, was a brainchild of the new Government whose crafting was co-co-ordinated by the OPC under the direction of three deputy chief secretaries Dr Ray Ndhlukula, Retried Colonel Christian Katsande and Mr Justin Mupamhanga.
The three are responsible for Public Sector Modernisation and Performance Management, Policy Formulation, Analysis and Co-ordination and Implementation, Monitoring and Evaluation, respectively.
“ZIMPSET was greatly informed by a wider consultative process within Government and the private sector and a review of the previous national development programmes as well as the Zanu-PF party manifesto and the vision that was enunciated by President Mugabe in his inaugural speech,” said Dr Sibanda.
“It advocates for delivery of efficient services to the generality of the people of Zimbabwe.”
Dr Sibanada outlined major programmes set to be implemented immediately under ZIMPSET, which are Food Security and Nutrition, Infrastructure and Utilities, Social Services and Poverty Eradication and Value Addition and Beneficiation.
He noted that the cluster approach was aimed at promoting broad results that seek to address the challenges faced by the people.
Dr Sibanda said the retreat would assist in defining strategic vision and mission statement of the OPC, its core values and client service charter that will provide effective leadership in the formulation and implementation of Government policies and programmes.
