GOVERNMENT has hailed the initiatives by FIFA and CAF to enhance safety and security at football stadiums after the game’s controlling bodies held a successful capacity-building workshop in Zimbabwe this week.

Minister of Sport, Arts, Recreation, and Culture Kirsty Coventry yesterday said the Government was committed to supporting the programmes after 40 football security officers and personnel graduated with certificates at the end of the three-day Safe Stadium Initiative Workshop. Coventry, who is currently in France on Olympic Games business, was represented at the graduation ceremony by her deputy Emily Jesaya, whose speech was delivered by the Acting Secretary for Sports, Arts, Recreation, and Culture, Eugenia Chidhakwa.

The graduation was also attended by FIFA Senior Safety and Security Manager, Katharina Steinberg, CAF head of Security Christian Emeruwa, Sport and Recreation Commission director-general Eltah Nengomasha, ZIFA Normalisation Committee chairman Lincoln Mutasa, Harare Mayor Jacob Mafume and senior representative from the Zimbabwe Republic Police. “The work that FIFA and CAF are doing to capacitate member associations, particularly ZIFA, is invaluable,” Coventry said.

“Their efforts to provide training, resources, and support are helping us meet international standards and expectations.

“We are grateful for their partnership and their commitment to promoting safe and secure environments in sports. Through their guidance, we can achieve excellence in safety and security management.”

The Minister also lauded ZIFA for bringing home the workshop, which is crucial in dealing with vices such as hooliganism and unruly elements at football stadiums.

“ZIFA’s proactive approach in implementing CAF safety and security regulations here in Zimbabwe is commendable. By taking the initiative to train our people and ensure the efficient and effective implementation of these regulations, ZIFA is setting a high standard for safety in sports.

“This initiative will benefit all stakeholders associated with the game, from players, and officials to fans and communities.

“To all the individuals who have played a critical role in the Safe Stadium Initiative, your presence and contributions are deeply appreciated.

“You have demonstrated a strong commitment to enhancing the safety and security of our sports venues, and your efforts will have a lasting impact,” said Coventry.

Participants in the workshop were drawn from the Premier Soccer League and the Zimbabwe Women’s Soccer League, alongside security officers from the regions. ZIFA said this diverse group of attendees reflects the collaborative effort to improve safety standards in football stadiums nationwide.

The workshop, which marks a significant step towards enhancing stadium safety and security in Zimbabwe and across the African continent, was facilitated by instructors from CAF, who included Xolile Nokuthula Vilakati from Egypt and Abdul Lukooya Sekabira from Uganda.

This is only the second time that the workshop has been held in Africa.

Although the country currently does not have a FIFA-certified stadium, Zimbabwe takes safety and security at match venues seriously especially for both local and international games.

Zimbabwe experienced its worst stadium disaster in 2000 when 13 supporters perished in a stampede during a World Cup qualifier between the Warriors and South Africa. Stadium security management systems have been improving after learning from the mistakes of the July 13, 2000 disaster at the National Sports Stadium.

And, with the staging of such training workshops, Coventry said the Government is demonstrating a commitment to a safe stadium environment for all.

“As we reflect on the past few days, it is essential to recognise the critical importance of safe stadiums for football in particular and sports in general in Zimbabwe. Football is more than just a game; it is a passion that unites people from all walks of life.

“Our stadiums are places where families, friends, and communities come together to celebrate the beautiful game. Therefore, ensuring the safety and security of these venues is paramount.

“Safe stadiums are not only essential for the enjoyment of the game but also for the protection of players, officials, and fans.”

Coventry also noted the negative impact that violence at sporting events would have on a country’s image.

“Incidents of violence, accidents, and other security threats can have devastating consequences, not only for those directly involved but also for the reputation and integrity of the sport.

“By prioritising safety and security, we create an environment where everyone can enjoy the game without fear or concern. Furthermore, safe stadiums contribute to the overall development of sports in Zimbabwe.

“When fans feel secure, they are more likely to attend matches and events, thereby increasing attendance and revenue. This, in turn, supports the growth of clubs, leagues, and the broader sports industry.

“By investing in safety and security, we are investing in the future of our sports, as well as contributing to the development of our national economy, in keeping with the mantra of our President, His Excellency, President E.D. Mnangagwa, that indeed ‘Nyika inovakwa nevene vayo.’

“It is also crucial to emphasise the importance of keeping up with global best practices when it comes to creating safe spaces at sports stadia and events,” she said.

“The world of sports is constantly evolving, and so are the challenges and threats we face. By staying informed and adopting the latest safety and security measures, we ensure that our stadiums remain safe and welcoming for everyone.”
