Harare City Council top officials convicted of corruption

Two Harare City Council executives have been remanded in custody awaiting sentencing on July 24 after they were convicted by the High Court for criminal abuse of office.
Stanley Ndemera, the acting finance director, and Emmanuel Mutambirwa, the valuation and estate manager were found guilty of facilitating the illegal sale of three commercial stands in Harare.

The two were convicted after the prosecution proved that they flouted the law in several ways, including selling land that was under an existing lease agreement, disregarding a 2005 council resolution that prohibited such disposal without going to tender, and selling land with no environmental impact assessment.
