HARARE City Council has invited tenders for the supply and installation of pre-paid water meters, regardless of resistance by residents.
Last month, residents demonstrated against the idea at a full council meeting.
The city will embark on the $5 million prepaid water meter pilot project before the end of this year, starting with Mabvuku where 200 000 smart units are set to be installed.
According to an advertisement, the city invited interested companies to submit tender documents to its procurement department for the delivery and installation of prepaid water meters, associated connections and meter management system.
Harare Mayor Councillor Bernard Manyenyeni is on record vowing to instal prepaid meters.
“The process will begin through a phased approach to gauge progress and success of the project. We will draw some lessons from countries that have already started using such systems like South Africa moving forward,” he said.
Town clerk Dr Tendai Mahachi said the city will introduce a rate limiter which blocks water when one fails to recharge.
A smart meter will cost each household between $150 and $250.
The costs of the smart meters would be deducted when ratepayers recharge their accounts.
“We want the smart meters to have a life span of at least 10 years. Some of the companies bidding are foreign. We are looking for a smart meter that is durable and will suit our environment,” he said.
Authorities say the system helps curb treated water theft and will boost revenue inflows by ensuring consumers pay for water upfront.
Consumers owe Harare City Council more than $347 million.
