HARARE City Council has appointed Mr Jabulani Duve as acting human capital director, replacing Mr Bosman Matengarufu, who stepped down citing a toxic work environment.

Mr Matengarufu has returned to his previous role as head of human capital administration.

The position has been fraught with instability since the 2017 suspension of the late substantive director Dr Cainos Chingombe, who was briefly reinstated in 2022 before passing away last year after a long battle with cancer.
