Harare City Council has been running an opaque financial system with its last audit having been done in 2020, the Commission of Inquiry into the governance of the local authority heard yesterday.
The last audited annual auditor general’s report raised red flags in the council’s finances, indicating that funds meant for critical services like water supply and infrastructure maintenance were being misappropriated.
The commission heard that ratepayers’ funds are unaccounted for, and expenditure is not supported by proper documentation as procurement irregularities are the order of the day.
Contracts are also being awarded without following tender processes, resulting in inflated costs and substandard service delivery, thereby prejudicing ratepayers.
Harare City Council’s human resources and general purposes committee chairperson, Councillor George Mujajati admitted before the commission that the council’s books are in shambles.
“Harare City Council’s audit from 2021 has not yet been done. I think this should have been done by the audit committee,” he said.
