Harare City Council is set to conduct a skills audit amid growing concerns over the mismatch between employee qualifications and the poor level of service delivery across departments.
Despite a workforce with seemingly impressive academic credentials, residents continue to experience dismal performance in basic city functions.
Speaking during the city’s 1935th ordinary council meeting today, Harare Mayor Jacob Mafume called for an urgent skills audit, questioning whether the city’s human resources are properly aligned with operational needs.
“The mess we have and the qualifications held by our personnel are not correlating. We have highly qualified people in the city, but the performance is dismal,” he said.
Harare’s Human Resources and General Purposes Committee chairperson, Councillor George Mujajati said a thorough review of staff skills and placements could help identify inefficiencies and improve the city’s ability to deliver on its mandate.
