Harare sets 2020 targets

HARARE City Council has set its targets for this year as it moves to implement resolutions that resonate with stakeholders.

Town clerk Engineer Hosiah Chisango appealed for cooperation and patience from stakeholders  to achieve the set targets.

He said council workers were motivated to deliver services to the people.

Speaking during a meeting with residents’ representatives at Town House recently, Eng Chisango said council was working to achieve 75 percent customer satisfaction by year end.

Topping the list was the plugging of financial leakages and redirecting the funds towards service delivery and infrastructure development.

“Stiff measures are going to be taken against corrupt employees through carrying out audits, said Eng Chisango. We are also enhancing our revenue collection and we want all residents owing the city to pay up.

The fight against corruption is part of council’s 2020 targets, including strengthening digital bill payment.

Eng Chisango said debt recovery was a top priority as council was owed in excess of $900 million.

He said council was updating the general valuation roll, exploitation of all revenue streams and complemented by an efficient billing and tariff modelling.

“It is in our plan to consider employee productivity in our 2020 plans,” he said.

“We are focusing on manpower utilisation. Our employees are determined for this year’s duty, so we hope that by year end we would have reached our target through commitment, integrity and transparency.”

Last year, Eng Chisango said the local authority had set a target of increasing service delivery to 75 percent by 2020.

He said as a city, they were particularly focused on ensuring that they provide first class service and this was clearly articulated in their goals.

“We want to improve ride ability on 50 percent of city roads, that is, 2 250km from the current roughness index,” said Eng Chisango.

“We also want to increase access to potable water from the current 40 to 75 percent.

“Council also wants to reduce environmental pollution levels from the current 83 percent to 50 percent, ensuring that council laws and regulations are up to date and cover 100 percent of all council activities and to increase stakeholder engagement from the current 55 percent to 70 percent by December 2020.

“For us to be able to attain vision 2025 and contribute to vision 2030, we should be providing seamless services, potable water, efficient waste water management services, effective solid waste management services well-lit streets and have pothole-free trafficable roads.”
