The number of businesses shut down in Harare’s Central Business District (CBD) has risen to 2 240 as the City of Harare steps up its enforcement blitz under Operation CBD Order Restoration.
The figure represents an increase from 1 830 closures reported on September 15, 2025, highlighting the city’s intensified push to enforce compliance with municipal bylaws.
“The City of Harare continues to urge businesspeople and building owners in the CBD to immediately regularise their operations to ensure total compliance,” the council said in a statement.
“City officials are visiting every building enforcing compliance bylaws.”
According to the latest statistics, 1 724 businesses were operating without licenses, 697 buildings are in arrears, and 94 buildings have had water disconnected.
A further 710 properties lack approved building plans, while 851 are without subdivision permits.
On fire safety, 162 buildings were found with expired fire extinguishers, while 4 960 buildings were confirmed to have valid fire certification.
The council has urged businesses and property owners to take immediate steps to avoid closure. “To avoid inconveniences of being closed down due to non-compliance to one of the by-laws we are enforcing, kindly visit our Rowan Martin Offices for inquiries,” reads the statement.
The clampdown, which is also linked to the regularisation of rented accommodation and dysfunctional settlements, will continue until full compliance is achieved.
