JSC expands e-case management system

TEN magistrates courts in Mashonaland Central and Matabeleland North provinces are set to transition to digital systems, marking a significant advancement in the judicial sector.

The Judicial Service Commission (JSC) will implement Phase 4 of the Integrated Electronic Case Management System (IECMS) starting July 1, 2025.

The announcement was made at JSC’s celebration of its 15th anniversary, highlighting the progress made since its establishment in June 2010.

The courts going digital include several key facilities in both provinces. In Mashonaland Central, the Bindura, Shamva, Guruve, Mt Darwin and Concession Magistrates Courts will adopt the new system.

In Matabeleland North, the Binga, Lupane, Hwange and Victoria Falls Magistrates Courts will also transition to digital operations.

The Open Day held at Bindura Magistrates Court yesterday, aimed to enhance public understanding of the judiciary and showcase advancements in justice delivery over the past decade and a half.

At the event, JSC Deputy Secretary Mr Sithembinkosi Msipa emphasised the benefits of the IECMS.

“The IECMS brings another page into enhancing access to justice, ensuring effectiveness and efficiency in delivery.

“It brings justice to people’s homes, smartphones and computers,” he said.

This transition is expected to make legal processes more accessible and user-friendly for citizens, reducing the need for physical travel to court.

Mr Msipa also noted the positive public response during outreach efforts. The JSC engaged with local communities, schools, and police to educate citizens about the IECMS.

“It has been absolutely wonderful . . .  We are very happy with the turnout,” he said.

The initiative aims not only to inform the public but also to foster a sense of trust and transparency in the judicial system.

In addition, the event attracted international attention. A delegation from Liberia, led by Counsellor Darryl Ambrose Nmar (Sr), expressed confidence in the JSC’s e-system.

He remarked: “Once you are able to get it right with the justice system, it strengthens accountability and fosters investor confidence.”

This highlights the broader implications of digitalising the judiciary, aiming to eradicate corruption and improve overall governance in the legal framework.

The JSC’s initiative represents a significant step towards modernising the judiciary and improving legal access for citizens in Zimbabwe.

By embracing technology, the JSC is positioning itself as a leader in justice delivery in the region, ensuring that all individuals can access their legal rights efficiently and effectively.
