The Commission of Inquiry into the city’s affairs has commenced with Mayor Jacob Mafume now testifying before the panel.
Mayor Mafume brought Jiti Law Chambers to replace Jeremiah Bamu, who is said to have travelled to South Africa.
He was asked about the council’s possible financial losses due to the lack of an ERP system.
The Mayor said the absence of an ERP led to multiple payments of the same service to various companies, some of which declined double payments.
Mayor Mafume said the absence of an ERP for four years is deliberate as some cartels are benefitting from the chaos.
The Commission, led by retired High Court judge, Justice Maphios Cheda, is investigating corruption, misgovernance, and financial irregularities within the Harare City Council.
