the backbenchers aspired to be Government Ministers and would not want to be subjected to the same interrogation.
He said another factor weakening the legislator’s oversight role was that it was the Executive that provided funds for the Legislative arm to execute the role. Mr Chinyadza, who is also Makoni West MP, (MDC-T) said this during an interface workshop between his Committee, civil society and the media organised by the South African Parliamentary Support Trust.
“As provided for by the constitution, ministers are appointed from MPs. This practice has compromised most MPs as they may aspire to be ministers. As a result, the extent to which they can criticise their ministers who are, in almost all cases, their seniors in their own parties is limited. It is common cause that in some situations, MPs and presiding officers may act in collusion to kill investigations and debate on public officers accused of graft and corruption.”
